http://devedge.netscape.com/library/xref/2001/html-element/ says NS6,
IE4 & IE5.

Rob Shluter's HTML Tag List
(http://utopia.knoware.nl/users/schluter/doc/tags/) also adds that it's
HTML 4, and is not supported by WebTV.

Not sure about Opera.
