i shoulda mentioned that i tried the following combinations with no luck:

background-image: url("/images/tab_bg.gif");
background-image: url("http://bf-tasks.jeffhowden.com/images/tab_bg.gif");
background-image: "/images/tab_bg.gif";
background-image: "http://bf-tasks.jeffhowden.com/images/tab_bg.gif";

to give alittle more info, this is running on osx with ie5.2.
