I don't remember claiming that <div> tags were designed for layout, they
were design to divide a document up in to logical divisions. As the link
I provided says:

     "CSS (Cascading Style Sheets) was designed for design and
     presentational issues"

While CSS does have it's own set of problems, there are fewer of them then
tabular layouts.
