Fast Page perl script for unix and windows for around $80. www.iexp.com

Allows updates of specified areas of pages, upload new images/files,
supports HTML, create new pages on the fly from templates.  Free developer
download (works only on 127.0.0.1).

For the money it's pretty good for what it does. A db driven CMS would of
course be better, but not as economical probably to set up.
