The server it runs on should not matter, because the META refresh is
executed by the browser. Maybe some weird characters that the server puts
into the META tag? Or maybe the delay of 3605 seconds is just too long?

Can you send a URL to the page?

The 3600 seconds is not an issue with this.  It works fine on development
machines, just production.  I have recreated the same problem with using 5
seconds.

Unfortunately, this is an internal application, so no one can get to it.
