[thelist] form elements stuck on top

I have some form elements on a page (specifically drop down menus) that are in a positioned layer indexed underneath another layer that pops up occasionally. The problem is the drop downs always show on top of everything else no matter how the layers are indexed. Does anyone have a work around for this?
