It really comes down to what email clients you are willing to support.
The population of different email clients is far large than browsers.
For example, good old Netscape 4.x uses the JavaScript engine to render
CSS. Since JavaScript is turned off in the email client portion of
Netscape 4.x,....

If you want to send HTML emails then strictly define the total
population of supported email clients. You may also want to consider
sending multi-part messages. A multi-part message is one that combines
two different content-types in one. For you this would be text/html and
text/plain-text. That way if the email client doesn't understand HTML,
it may just go ahead and render the plain-text version.
