A few years ago I attended a 3-day seminar centered entirely on the science
of requirements management.  We actually spend the bulk of the first day
just understanding the definition of a requirement and, at the very least,
should be able to be treated as an individual entitiy that is quantified,
wualified, and testable .  For instance, simply stating "the system should
be user friendly" is no good.  How do you qualify such a statement?  One
person's user friendly is another person's bane.  One of your requirements
states that the number of users should be unlimited.  Not possible!
