Much depends... variables include whether either or both apps are in the
browser or standalone, whether the PDF is local or remote, whether you need
to check for presence of Reader, etc.
As Alex noted, for in-the-browser use you just have the SWF request a page
of the browser, and everything should happen automatically, assuming they
can view PDFs in their browser.
For standalone use, a Flash Projector is just a standalone shell around the
Macromedia Flash Web Player, and doesn't really call up external
applications. Director Projectors do more of these disk-type operations,
and there are a variety of extensions for detection, installation, etc.
Another option is to convert the PDF to SWF... a German utility is
