Take a look at
http://www.vcdhelp.com/dvdplayers.php

It is a forum where people report which DVD players in their experience
play which type of CD/DVD media.  Just check the Support media box for
the
type of media you want to support and click search.  It will list the
players reported as working with that media.

Only one of my three DVD players (the PS2 being one of them) actually
plays VCDs, and it is picky about the media.

Given the appropriately formatted MPEG file, you can use Ahead's Nero to
burn VCD-compliant CDs, I believe.

You will not need a DVD burner to burn VCDs, but if you want to burn
your own DVDs...
