hi bob,

i'd have a quick look at oscommerce (http://www.oscommerce.com/), an open
source php/mysql solution. it's pretty flexible, has a "relatively" simple
product management system (by "relatively", i mean you can teach a
non-technical person in a day) and has stock control.

if you've got a couple of competent programmers you could easily amend the
code (which is pretty well written btw) to fit the ideal format better.
