Not exactly, MS are not quick off the ball as they have miles up miles of
quality assurance procedures that any code must get through before release,
still doesn't stop crap coming out the other end, but you know that it will
almost always work as expected. (no update X, break Y)

With open source the quality assurance is done in the field by actual end
users, as for making suggestions - there are plenty of back seat coders but
relatively few who put the time in and contribute their suggestions in the
form of a actual code.
