Most of the stuff is on the web. PHP.net is excellent for reference and
then tutorials are a penny a dozen, just type php tutorial into google.
This list is also quite friendly as are many others and will help if
they can.

The Mysql Control Center is excellent
(http://www.mysql.com/downloads/gui-mycc.html). Still in beta, but its
stable enough. Failing that phpmyadmin from http://www.phpmyadmin.net is
excellent and a must have IMHO.

Finally best of luck with php, as it certainly is a rockin' scripting
language.
