Atul,
Adobe Streamline is designed to take bitmapped images and convert them to
vector art automagically.  However, I agree with Chris W. Parker that it's
probably better to find an illustrator who has experience with Adobe
Illustrator to trace your drawing by hand, particularly if your image is
complicated and/or requires a high level of quality when you're done.
Streamline or filters might work if your image is very simple.
