You can accomplish this by reducing the number of colors in your image
before trying any filters.
Image mode... Indexed color. Try going down to 16 or 20 colors to start
and see if you get the results you're after, you may have to go as low
as 8. It will be choppy looking, but you have to minimize the colors to
get the poster look.
Once you've set the colors, change to mode back to RGB or you won't be
able to run the filters.
Next, run the Film Grain filter (Artistic... Film Grain) and set the
grain to 0.
Adjust the highlights and intensity to your liking.
You'll have to play a bit to get the right results, but this should
basically give you what you're after.
You'll likely see best results by removing the background the person is
on and creating it separately.
