I installed Cygwin once, I can't even remember exactly why ;) in any case I do
recall that it was painless, and thinking that I would install it on any
Windows box I was forced to do work on in the future (which, I haven't been).

And apparently
http://www.cygwin.com/packages/rsync/
rsync comes with Cygwin now so all you have to do is select it during install.
Looks like the link I sent before is out of date. Compiling under Cygwin is a
PITA but since it comes as a binary then you should definitely go for it. Let
me know if you have any trouble.
