Apologies for being late on this, but I would suggest the Zend IDE
(its java based). I use it on my windows box for everything (mainly
PHP). Syntax highlighting? (check) Debugging? (check) Free? of course!

The personal edition is free. There is a professional edition, but I
didn't bother with it. Its also available for Linux.
