I didn't bother to answer the first time because I have a full time job and
my freelance work is barely more than a hobby. But after reading Sarah's
excellent points, I do believe I might have an idea or two to add. 

Like Sarah, most (maybe all) of my freelance work has come by word-of-mouth.
Since I live in a small community, word-of-mouth is crucial. I have joined a
couple of civic organizations where business people are everywhere and this
has led to a couple of jobs. I also volunteer to do web work for these
groups as well as my church, which gets notice as well. Work done pro bono
often leads to paying work; at least, it has for me. 

Along the same line, I do a community site for my town (basically as a
hobby; it's been up since 1996) and it gets quite a bit of traffic. Whenever
I do work for a local business, I throw some exposure on the community site
into the deal. It's an advantage my competition can't match.
