i think storing an extra file for every filetype is the wrong way to go, personally, but maybe that's just the relational purist in me coming out.

you just haven't looked enough.  windows extension to application management is really very good.  from windows explorer -- tools > folder options > file types.  you can change the application that opens a given file type and the icon for a given file type.  you can specify what the default action is (open, explore, find, print, etc.) when you double-click a particular file type.  you can even add your own custom actions.

because nothing else on the market works as well for "the computer user population" as windows does.
