the litmus test is if you can get query to work by passing username/password
in the <cfquery> tag via the username and password attributes.  if so, then
the admin team messed it up.  if not, then the authentication info isn't
correct, there are issues with connectivity to the oracle server, etc.

unfortunately i think you're going to have a difficult time finding that
anywhere.  honestly you don't need the eval version.  just install any
version, but set it to developer mode while you're developing.
