I had a similar problem with phpmyadmin, and I found out that adding
the @localhost helps. I still don't know what the original problem was
with phpmyadmin, but it seemed to help in my case.

What I mean is GRANT [ ... ] on jargon.* to jargonadmin at localhost [
... ]
