Perhaps this will help:

1. Draw a mask (like a rectangle) selection with the marquee tool
2. Make a solid layer* with the same color as the background.
3. Ctrl-click the mask for the solid you just made, to recreate selection.
4. Create a new layer set* (folder)
5. Click the add layer mask button* to create the same mask for the set.
6. Arrange the layers so that solid is below the folder, but not in it.
7. Apply the drop shadow layer effect* to the solid, adjust to taste.

* These buttons are located along the bottom of the layers palette.
  Check the tool tips if you don't know which is which.

With that method, you have the appearance of a drop shadow that has the
same outline as the folder/set.  You can drop layers into the folder and
they will appear to have that drop shadow.

One other point; you can quickly copy layer effects such as drop shadow by
holding ctrl and dragging the layer effect under another layer in the
layers palette.  They will have identical settings.  Unfortunately they
are not linked together, and will need to be changed individually if
modifications are needed.
