Like any good printer, they are probably concerned about the (likely)
poor quality (for print) of any jpg image. The way to do it (I am
assuming that it is some sort of illustration/logo/line art type of
thing rather than a picture of something) is to re-draw it in
Illustrator (or Freehand is you are so inclined). Depending on the
complexity of the piece this can take a little bit of time. But then
you will have a nice resolution independent vector file. They can use
this for going to press and scale it however they please and you can
repurpose it as a .gif/.jpg at any size at will. Alternatively, you
might try going back to you client to find out if there is a source
graphic that the jpg was made from.
