If you are using Exchange 2000, then that's how it works. Mailboxes are an
attribute of the user now. Users are stored in AD, not in Exchange (which
makes sense IMHO. MS has been moving away from creating accounts in every
single server product, to single signon, for quite a few years. So, instead
of having an account in Exchange, an account in SQL Server, and a Windows
account, you have the single account. That simplifies account management,
allows a single set of account policies (eg password expiration, complexity
etc), and simplifies the solution to the problem of "lost passwords" etc.

This can be done using the Exchange System Manager tool. You need to drill
down to the server, and then the SMTP protocol. Managing the SMTP server
part is then pretty much the same as administering the IIS built-in SMTP
server. You can allow certain IP addresses to relay mail.
