beware the words "always" and "never". "always" is never the case and
"never" is always wrong. see what i mean?

a browser that supports tabbed browsing won't guarantee that a link won't
open a new window using javascript and specifying a size.  some browsers
that support tabbed browser will honor that size when creating the new
window (provided the size isn't greater than the overall mdi dimensions.
