Photoshop Elements will do the trick. It has much of the functionality 
of Photoshop but adds some really great things like thumbnails of what 
a filter will do and "recipes" for photo manipulation. Its about $90. 
more or less depending on where you get it.

Oh, and it runs on PCs and Mac OSX and OS9.

Ed, why assume that they are on a PC?
