I got 4 things to say:

1) don't bother. most sites allowing automatic submission are worthless
    all the good ones are manual!
2) Submit to http://dmoz.org/  and choose a wise category
3) Write good copy on all your pages, use good TITLES and good H1 Tags
4) Get sites to link to you

That's all you need to do for the highest ranking
Don't bother with the other crap, not worth your money or your time.

If you are itching to drop some cash, spend it on Search Engine Optimization
SEO
Get a good person to fine-tune your content and linking strategies
Anything automatic and roboticized is not very useful.
