smaller scale!!! our primary question... is there really a need for this
type of environment/setup within the development community??????

These types of things do exist. I saw a 600 machine automated test lab in
action in Redmond, which runs a few thousand test cases a day. For each
test, an operating system + locale is automatically dumped on the machine,
and the test case starts (the ones I was watching involved running various
installations of Visual Studio.Net).

It really does depend on what you requirements are. What are you building?
How many machines? What do you want to automate...

Now, you said, originally, that you didn't want to buy/configure multiple
machines. Hence the VMWare suggestion. Now you are saying you do want to
build/test on multiple machines - someone else's presumably?
