Is this trying to send mail? or receive mail?

That error code indicates that OE can't connect to either port 25, or port
110 on the remote machine. Since internet connectivity seems fine, I would
suspect that some kind of proxy, firewall or trojan may be interfering with
OE's ability to connect to the remote machine.

Can you open a connection (say, using telnet) to port 110 (if checking
mail), or port 25 (if sending mail) of the server(s) in question? Ping won't
be enough.

c:\>telnet
telnet> open pop3.domain.com 110

If you can open the connection, I would look for any firewall software
installed on the machine, and disable it. Check the port settings in OE
(that they haven't changed from 25, and 110!). There's also a heap of
articles in the MS KB that pertain to using MSN, using EarthLink, using Dr
Solomon's Netguard etc, but they may not be relevant to your situation.
