For unauthenticated web applications, you usually need the per-processor
licence. If you have authenticated Windows users, or authenticated client
devices, then you can get per-user or per-device CALs.

IIRC the licencing for SQL Server was changed recently so that you can't
just buy a single per user/per device CAL for a webserver hosting a web-app
connected to SQL Server. In such cases you need to buy the per-processor
licence.
