[thelist] Permissions after FTP?

I have created a new, non-admin user on my Mac OSX. Each user gets
their own web site by default (using http://localhost/~username). I can
FTP files from another (Windows) computer to that user's web site
(using Dreamweaver), but the file permissions end up too restrictive to
browse them. Short of manually setting the permissions from the
Terminal, how to I make it so that any files uploaded to the server
have the permissions set so that they can be browsed?
Also, is there any way to allow web pages in the user sites to be able
to use links that start with "/" but not have those links point to the
root web site? There is already a site in the root directory
(/Library/WebServer/Documents), but I don't want links in this user's
web site to point there if they start with "/". I don't know how this
is done since I don't understand all the Apache terminology.
This is all just for local development.
