I'm not seeing what you describe in IE (windows) but I've seen similar
issues in IE (mac) on my sites using Verdana at 13 px (IIRC). Changing
the size by 1 px up or down fixed it. I concluded it was a IE/mac
quirk. Have you tried playing with % for font sizes?
