I'm not sure of the pdf part of the question, the HTML part is rather
simple.

All you have to do is put a <a name="whateveryoucallit"></a> at the location
you want to link to in the html document and then the link in the calling
document would be <a href="/document.html#whateveryoucallit">Click Here</a>
