Because you are using deprecated tag soup instead of CSS for your
presentation. Using the XML prolog kicks MSIE 6 out of standards mode
which means its CSS engine emulates the bugs of its predecessors. You
aren't using the CSS engine.

No it isn't, it just claims to be. It fails to qualify as XHTML 1.0
