No, in this case it's Eudora that's different. Open a new message, paste the below line into it and ALT-click on it.

<x-eudora-option:HTMLInPlainText=0>

Now Eudora will never render plain text with HTML tags in it as anything else than text again! (You can change it back if you want.)
