Not necessarily. IIRC this is a Windows box. From a tech support
perspective, anytime a connection issue occurs on a Windows box, I'll
ask the end user to bounce the box. In fact, if I don't have an instant
solution to *any* Windows issue, I'll bounce the box while I think about
it. Windows troubleshooting nearly always works better from a clean
boot.
