Big difference. In this case it is not for a business but for him. His goal 
is accurate weather, not the site.
Can a 12 year old do a good job? Yes some can. I was running my own 
business at 13 competting with adults. The difference is that there was no 
mysterious technology behind it. I was selling comics at conventions.
