[thelist] Keyboard access cross platform/ cross browser

I would like to enable "CTRL+8" to activate a custom function. So what I am 
asking is "Can it be done in a manner such that if the user has either IE or 
Netscape/Moz, the same code works for either?" If not, what would be a 
suitable if then code branch. Ideally, It needs to be accessible to Mac 
version of Netscape 7.1 as well.
