What about making the hover state show/hide an image in a div overlaid on
the apartment plan and not as part of the link.
the link could then be sized so it doesn't overlap with any others and
still use CSS to trigger a rollover effect.
as in:

and by not adding display:block to the link, the clickable area is limited
to the text alone.
(but there's always the flash map.....)
