Ah, UPS. I was in this same position a year ago, doing preliminary
work for a customer site, and discovered that the UPS "Quick Cost
Calculator", intended for direct human use, and the UPS automated
XML API returned *different $ amounts* for the *same data*.

And UPS, after some mind-numbingly brain-dead exchanges with their
"support", said the issue had been escalated to their developers,
  and they'd get back to me.

That was the last I heard from them, over a year ago...
