Interesting. And how did you come by this understanding?

Well, there are lots of ways to submit feedback, how depends on the product,
since this goes back to the product team. For example, Office 2003 has a
feedback agent which you can use to help "improve Office, blah, blah, blah".

A bug usually needs to go through Product Support Services (PSS), since that
involves replicating the bug, isolating it etc, then maybe running some
debug session to determine what is causing the bug etc. In this case, the
behaviour is violation of the HTML 4 spec, however I don't think Microsoft
is (or will be) classifying this as a "bug to be fixed" in current versions
of IE.
