Have you tried FlashFXP? I think it can do most of your requests plus what 
I like most - you can build a queue that you can save for future use.
Flash FXP costs US$25 (lifetime upgrades!). 
I never got the site to site trasfer to work but I use it as a regular FTP 
program, and WinSCP for encrypted.
