[thelist] CSS Layout/Positioning Issue

Building a new site, trying something I haven't done before, client 
wants it and it fits the site well.

The primary goals are standards compliant CSS & tableless html (4.01 
strict) with frames-like presentation; meaning the header, left 
navigation and footer remain in place while the content scrolls.

We have the prototype close to this but have uncovered a problem that I 
haven't been able to solve for 4 days

If the page has enough content to create a scroll, all is well in NN and 
IE. If the page is shorter than the viewing port, the left nav jumps up 
and overlays the header on the left side in NN, works ok in IE, mostly 
hosed in Opera, haven't looked in other browsers yet. These findings are 
on a Windows platform and would be interested in results from other 
platform renderings.

Another issue I haven't worked out, is on a narrower content, such as 
the Contact Us page, I can't get the content to center, it stays left 
justified in the content div. And there are the always present spacing 
differences between NN and IE.

The footer div has not been fixed yet and it still scrolls up and down 
with the contnet. Maybe acceptable this way.

The index page has several "br's" inserted at the bottom of the content 
to force scrolling @ 1024x768 and below. Designed to display ok from 
800x600 to 1280x1024.

The only pages available in the prototype are 'Home' and 'Contact Us'.

A good look at the code and suggetions are greatly appreciated.
