Situation: Extensive site built with static .html files.  You want to avoid
breaking the zillions of inbound links your client has so diligently
cultivated across the web, but you also want to utilize PHP scripting
features.
Solution: Host the site on an Apache server, and use a .htaccess file in
website home directory for server directives to handle .html files via the
PHP engine, with any/all of the following directives as appropriate:
#map html and htm to php
AddType application/x-httpd-php .html
AddType application/x-httpd-php .htm
AddType application/x-httpd-php .css
