Hi

a) Is some kind of timestamp - not sure how it works. I don't think you set
this yourself.

b) Use the IconFile and IconIndex properties
For favicon, I've seen:

IconFile=http://www.unsw.edu.au/favicon.ico
IconIndex=1

For embedded resources, the IconIndex seems to start at 0

IconFile=%systemroot%\system32\url.dll
IconIndex=0
