I set this one up for our local Chamber of Commerce a couple months
ago and have been pretty happy with it and so have they:

They had an excel file already being used with name/email pairs and
it was really easy to import as a csv. Has all the regular features
of most mailing programs and a few more. For me the best extra is
they allow you to assign your own "attributes" which is another field
in the database and you can pick and choose to send emails to
specific groups based on those attributes. Even better, it supports
foreign keys in your database so you can work with more info yet.
