Yes. When the client isn't sending referrer information.

HTTP_REFERER is supplied by the browser and is not related to state.

It does seem odd that multiple browsers are refusing to send the
header, but that could be because they are set up to do that (there is
software available that will disable such 'privacy'-related things in
one batch process).

I don't want it to seem like I'm not trying to help. It's just that
your problem is not that this PC is refusing to send an HTTP_REFERER
header. Your problem is that all clients can send whatever they want
(including nothing) at any time. What I'm trying to say is: if it's
enough of a problem here that you going to these lengths to debug,
then are probably relying too much on HTTP_REFERER for some function.
You may want to rethink your design.
