It actually means that you shouldn't use markup such as th, summary, 
caption, thead, tbody etc

Okay, that explanation makes sense. So if you are going to use tables for
layout, use the least amount of tags (i.e., table, tr, td) to create the
structure and use css to actually style anything within the table.
