You may want to check out Zope - it's an open source CMS framework written
in python. http://www.zope.org 
Plone is a cms written for zope. http://www.plone.org Plone's xhtml/css
validates to w3c standards out of the box. 
elevateIT http://www.elevateit.org is a portal extension for plone.
