[thelist] Dialup Networking not accessible (Win98)

Trying to help a friend fix his computer here, guys. Wonder if any of you 
have seen this before and know how to solve it short of a full reinstall.

His Dialup Networking folder has ceased to exist. If you open up Windows 
Explorer and double click on it nothing happens. If you right click and 
choose Explore or Open it takes you to the Desktop. Consequently he can't 
connect to the Internet - the internet connection shortcut doesn't work, 
the shortcut displays one of the blank windows icons you see when the file 
has been removed.

I've tried uninstalling and reinstalling Dialup Networking to no avail. 
Weeded out a load of malware from his computer using Adaware and Spybot S&D 
but didn't help. Any ideas?
